ASN Safety Bulletin #20 Implementation of safety equipment (and changes to “medical” regulations) for 2023

Dear colleagues,


As part of the FIA’s long standing and ongoing mission to continuously improve safety in our sport, updates are regularly required to Safety and Medical Regulations. To ensure that motor sport stakeholders are kept informed of, and have due time to prepare for, updated or new Safety and Medical Regulations all amendments are publicised well in advance, with changes being published i) at the end of the Appendices to the International Sporting Code (ISC), or ii) included in the relevant technical regulations. All changes are published at the earliest opportunity, and immediately following their approval by the World Motor Sport Council (WMSC), on the FIA website at FIA.COM


We appreciate that these updates can sometimes go unnoticed and can be hard to find for some motor sport stakeholders, thus the Safety Department has decided to release this ASN Safety Bulletin, highlighting some of the important updates which will be introduced for 2023 regarding international driver’s licence requirements, and competitor and vehicle safety equipment.


Please note that this is not an exhaustive list, and further updates may be published before December 2022, if approved by the WMSC. Therefore, we recommend that motor sport stakeholders be on the lookout for updates, which can be published following the October and December 2022 World Motor Sport Council meetings. Any updates will be published at the earliest opportunity on the FIA website at FIA.COM. 

 




Chapter I “FIA International Drivers’ Licences” of the Appendix L to the International Sporting Code 

  • Articles 3.3, 4.3, 5.3, 6.3, 7.3, 8.3, 9.3 and 10.3: Qualification criteria for ITG, ITF, ITE, ITD-C, ITD-R, ITC-C, ITC-R and ITB Licences

It is clarified that from 1.1.2023, to be eligible for a certain grade licence, drivers must comply with the qualification criteria for that grade whilst holding the preceding international grade licence.

  • Articles 7.4 and 9.4: Driver Training for ITD-R and ITC-R licences

As from 1.1.2023, it is recommended that drivers applying for an ITD-R or ITC-R licence complete a first aid course within the previous three years. 


Chapter II “Regulations for the Medical Examination of Drivers” of the Appendix L to the International Sporting Code

  • Article 1.2: Cardiovascular aptitude examination

From 1.1.2023, there are new requirements for ECG and Exercise Tolerance Test exams and cardiology consultations based on the driver’s age.


Chapter III “Drivers’ Equipment” of the Appendix L to the International Sporting Code 

 



  • Article 1.1.1: Helmets

Drivers eligible to score Championship points in the FIA ETCR eTouring Car World Cup, from 1.1.2023 onwards will have to wear a helmet in accordance with FIA Standard 8860-2018 or 8860-2018-ABP.

  • Article 2: Flame-resistant clothing

i) Overalls, gloves (optional for co-drivers), long underwear, a balaclava, socks and shoes homologated to FIA Standard 8856-2018 (Technical List No. 74) will be compulsory from 1.1.2023 for ALL drivers (and accompanying co-drivers) in the following Championships: FIA World Championship for Cross-Country Rallies, FIA World Cup for Cross-Country Bajas and Formula 3.


ii) From 1.1.2023, drivers participating in the Formula One Championship will have to wear gloves homologated from 2023 to FIA Standard 8856-2018 (Technical List No. 74).

Vehicle safety equipment

  • Safety Harnesses in compliance with FIA Standard 8853-2016

Safety harnesses in accordance with 1988 FIA Standard 8853/98 will not be valid from 31.12.2022. As from 1.1.2023, cars in compliance with any article of Appendix J must have a safety harness installed in compliance with FIA Standard 8853-2016. Please note that historic cars in compliance with Appendix K may be authorized to use a safety harness in accordance with FIA Standard 8854/98 or 8853-2016, depending on the class.

  • Competition Seats in compliance with FIA Standard 8855-2021

From 1.1.2023, the below categories must use a seat in compliance with FIA Standard 8855-2021 or 8862-2009:

-  GT3 cars homologated before 01.01.2016.

-  Rally 3, Rally 4, Rally 5 and RGT cars homologated from 1.1.2022.

-  Rally 3, Rally 4, Rally 5 and RGT cars homologated before 1.1.2022 can only use an FIA-approved 8855-1999 seat if the seat is valid until 2026.

  • Race Car Rain Lights in compliance with FIA Standard 8874-2019

As from 1.1.2023, FIA-approved 8874-2019 Race Car Rain Lights will be compulsory in the following categories:

-  LMP2.

-  LMGTE cars homologated from 01.01.2022.

  • Accident Date Recorders (ADRs) in compliance with FIA Standard 8872-2018

GT3 cars homologated after 01.01.2026 must install FIA-approved 8872-2018 ADRs. 

  • Fire Extinguisher System in compliance with FIA Standard 8865-2015

-  All cars participating in the FIA ETCR eTouring Car World Cup will have to install an FIA-approved 8865-2015 fire extinguisher system from 1.1.2023.
